Lori Moriarty, Chair
Commander Lori Moriarty (retired) began her career in law enforcement in Colorado with the Thornton Police Department. From 2000 to 2006 she was the commander of the North Metro Task Force, a multi-jurisdictional undercover drug unit. Commander Moriarty now serves as the Vice President for Education and Outreach for the National Alliance for Drug Endangered Children.
Commander Moriarty has educated thousands of professionals across the nation about hazardous drug environments and their effects on children, and appeared on ABC News' 20/20, Fox National News, MSNBC, NPR and PBS. Her safety stance and public awareness efforts have won her regional and national attention. In April 2005, she testified before the House Judiciary Committee in Washington, DC on H.R. 1528, “Defending America’s Most Vulnerable: Safe Access to Drug Treatment and Child Protection Act of 2005.”

Becky Miller Updike
Becky Miller Updike is the Director of Strategic Initiatives at Tennyson Center for Children. She directs the Every Child Matters campaign for the state of Colorado, and serves as an adjunct faculty member at the University of Denver. She brings a wealth of experience and expertise in child and family policy, advocacy, and research.
Ms. Updike is a Ph.D. Candidate at the University of Denver and recently authored a study published by the Colorado Judicial Institute, called A Voice of Their Own: Youth Perceptions of How They Are Represented In Court Decisions Regarding Foster Care and Other Placements. She holds an M.A. in Child and Family Studies from the University of Denver and a B.S. in Early Childhood Education from Indiana University.

Raymond G. French
Raymond French specializes in business process consulting, and was co-founder of Alva Learning Systems, Inc. He helped oversee the operations at Alva for over 6 years until it was sold in February of 2006. Prior to that, Mr. French coordinated the opening of new customer service center facilities for TeleTech.
Raymond French is a founding member of the Board of Directors of a non-profit entity called Opportunities Without Borders that facilitates the expansion of employment of small entrepreneurial businesses in developing countries through global expansion. Mr. French also serves on the Board of Directors of Format Dynamics. |

Karen Mooney
Karen Mooney, LCSW, CAC III is the Women’s Treatment Coordinator for the Division of Behavioral Health (DBH) of the Colorado Department of Human Services, which is a position she has held since 2002. Her professional background includes seven years of county casework practice in the child protection system, as well as work for one of Colorado’s Managed Service Organizations, administering a grant aimed at serving women who were difficult to engage in treatment. She has served as a consultant to the Child Welfare League of America, and to the National Center on Substance Abuse and Child Welfare. In 2007, she received an award from the Department of Health and Human Services and the National Center on Substance Abuse and Child Welfare for outstanding efforts in collaboration. Most recently, she was a coach for the new Women’s Addiction Services Leadership Institute (WASLI).

He has over 15 years of experience developing products, and building and maintaining technology solutions for the healthcare industry. He founded eTrinsic, a web based, medical procedure and equipment training company and Senetics, Inc., a pharmaceutical device and packaging firm
Mr. Garby has a Master's in International Business Management from the American Graduate School of International Management and has studied at the University of Regensburg in German and National Taiwan Normal University in Taipei Taiwan.

Christopher O’Toole
Chris O’Toole is the Chief Financial Officer for Invidi Technologies. He is a seasoned senior finance executive with over 25 years of finance and operational experience.
Mr. O’Toole is a CPA and has a Bachelor of Science Degree in Accounting, with Honors from Ferris State University, Big Rapids, Michigan. He passed the CPA Exam 1980, has extensive continuing education in accounting, finance, management and planning, and is a member of AICPA and Colorado Society of CPA’s. |

David Kendall
David Kendall is a partner at Kendall, Koenig & Oelsner, PC. His legal practice focuses on transactional legal matters, including mergers and acquisitions, securities, venture capital, credit finance and the formation of legal entities.
Mr. Kendall holds a Bachelor of Science in Business Administration, summa cum laude, and a Bachelor of Arts, summa cum laude from the University of Richmond, and graduated from Duke Law School in 1994. |
